Culture and Anarchy by Mathew Arnold Essay

My foremost design in writing this Preface is to address a word of exhortation to the Society for Promoting Christian Knowledge. In the essay which follows, the reader will often find Bishop Wilson quoted. To me and to the members of the Society for Promoting Christian Knowledge his name and writings are still, no doubt, familiar; but the world is fast going away from old-fashioned people of his sort, and I learnt with consternation lately from a brilliant and distinguished votary of the natural sciences, that he had never so much as heard of Bishop Wilson, and that he imagined me to have invented him. At a moment when the Courts of Law have just taken off the embargo from the recreative religion furnished on Sundays by my gifted acquaintance and others, and when St. Martin’s Hall [iv] and the Alhambra will soon be beginning again to resound with their pulpit-eloquence, it distresses one to think that the new lights should not only have, in general, a very low opinion of the preachers of the old religion, but that they should have it without knowing the best that these preachers can do. And that they are in this case is owing in part, certainly, to the negligence of the Christian Knowledge Society. In old times they used to print and spread abroad Bishop Wilson’s Maxims of Piety and Christianity; the copy of this work which I use is one of their publications, bearing their imprint, and bound in the well-known brown calf which they made familiar to our childhood; but the date of my copy is 1812. I know of no copy besides, and I believe the work is no longer one of those printed and circulated by the Society. Hence the error, flattering, I own, to me personally, yet in itself to be regretted, of the distinguished physicist already mentioned. But Bishop Wilson’s Maxims deserve to be circulated as a religious book, not only by comparison with the cartloads of rubbish circulated at present under this designation, but for their own sake, and even by comparison with the other works of the same [v] author. Over the far better known Sacra Privata they have this advantage, that they were prepared by him for his own private use, while the Sacra Privata were prepared by him for the use of the public. The Maxims were never meant to be printed, and have on that account, like a work of, doubtless, far deeper emotion and power, the Meditations of Marcus Aurelius, something peculiarly sincere and first-hand about them. Some of the best things from the Maxims have passed into the Sacra Privata; still, in the Maxims, we have them as they first arose; and whereas, too, in the Sacra Privata the writer speaks very often as one of the clergy, and as addressing the clergy, in the Maxims he almost always speaks solely as a man. I am not saying a word against the Sacra Privata, for which I have the highest respect; only the Maxims seem to me a better and a more edifying book still. They should be read, as Joubert says Nicole should be read, with a direct aim at practice. The reader will leave on one side things which, from the change of time and from the changed point of view which the change of time inevitably brings with it, no longer suit him; enough [vi] will remain to serve as a sample of the very best, perhaps, which our nation and race can do in the way of religious writing. Monsieur Michelet makes it a reproach to us that, in all the doubt as to the real author of the Imitation, no one has ever dreamed of ascribing that work to an Englishman. It is true, the Imitation could not well have been written by an Englishman; the religious delicacy and the profound asceticism of that admirable book are hardly in our nature. This would be more of a reproach to us if in poetry, which requires, no less than religion, a true delicacy of spiritual perception, our race had not done such great things; and if the Imitation, exquisite as it is, did not, as I have elsewhere remarked, belong to a class of works in which the perfect balance of human nature is lost, and which have therefore, as spiritual productions, in their contents something excessive and morbid, in their form something not thoroughly sound. On a lower range than the Imitation, and awakening in our nature chords less poetical and delicate, the Maxims of Bishop Wilson are, as a religious work, far more solid. To the most sincere ardour and unction, Bishop Wilson unites, in these Maxims, that downright honesty [vii] and plain good sense which our English race has so powerfully applied to the divine impossibilities of religion; by which it has brought religion so much into practical life, and has done its allotted part in promoting upon earth the kingdom of God. But with ardour and unction religion, as we all know, may still be fanatical; with honesty and good sense, it may still be prosaic; and the fruit of honesty and good sense united with ardour and unction is often only a prosaic religion held fanatically. Bishop Wilson’s excellence lies in a balance of the four qualities, and in a fulness and perfection of them, which makes this untoward result impossible; his unction is so perfect, and in such happy alliance with his good sense, that it becomes tenderness and fervent charity; his good sense is so perfect and in such happy alliance with his unction, that it becomes moderation and insight. While, therefore, the type of religion exhibited in his Maxims is English, it is yet a type of a far higher kind than is in general reached by Bishop Wilson’s countrymen; and yet, being English, it is possible and attainable for them. And so I conclude as I began, by saying that a work of this sort is one which the Society for Promoting Christian [viii] Knowledge should not suffer to remain out of print or out of currency. To pass now to the matters canvassed in the following essay. The whole scope of the essay is to recommend culture as the great help out of our present difficulties; culture being a pursuit of our total perfection by means of getting to know, on all the matters which most concern us, the best which has been thought and said in the world, and, through this knowledge, turning a stream of fresh and free thought upon our stock notions and habits, which we now follow staunchly but mechanically, vainly imagining that there is a virtue in following them staunchly which makes up for the mischief of following them mechanically. This, and this alone, is the scope of the following essay. I say again here, what I have said in the pages which follow, that from the faults and weaknesses of bookmen a notion of something bookish, pedantic, and futile has got itself more or less connected with the word culture, and that it is a pity we cannot use a word more perfectly free from all shadow of reproach. And yet, futile as are many bookmen, and helpless as books and reading often prove for bringing nearer to perfection those who [ix] use them, one must, I think, be struck more and more, the longer one lives, to find how much, in our present society, a man’s life of each day depends for its solidity and value on whether he reads during that day, and, far more still, on what he reads during it. More and more he who examines himself will find the difference it makes to him, at the end of any given day, whether or no he has pursued his avocations throughout it without reading at all; and whether or no, having read something, he has read the newspapers only. This, however, is a matter for each man’s private conscience and experience. If a man without books or reading, or reading nothing but his letters and the newspapers, gets nevertheless a fresh and free play of the best thoughts upon his stock notions and habits, he has got culture. He has got that for which we prize and recommend culture; he has got that which at the present moment we seek culture that it may give us. This inward operation is the very life and essence of culture, as we conceive it. Nevertheless, it is not easy so to frame one’s discourse concerning the operation of culture, as to avoid giving frequent occasion to a misunderstanding whereby the essential inwardness of the [x] operation is lost sight of. We are supposed, when we criticise by the help of culture some imperfect doing or other, to have in our eye some well-known rival plan of doing, which we want to serve and recommend. Thus, for instance, because I have freely pointed out the dangers and inconveniences to which our literature is exposed in the absence of any centre of taste and authority like the French Academy, it is constantly said that I want to introduce here in England an institution like the French Academy. I have indeed expressly declared that I wanted no such thing; but let us notice how it is just our worship of machinery, and of external doing, which leads to this charge being brought; and how the inwardness of culture makes us seize, for watching and cure, the faults to which our want of an Academy inclines us, and yet prevents us from trusting to an arm of flesh, as the Puritans say,–from blindly flying to this outward machinery of an Academy, in order to help ourselves. For the very same culture and free inward play of thought which shows us how the Corinthian style, or the whimsies about the One Primeval Language, are generated and strengthened in the absence of an [xi] Academy, shows us, too, how little any Academy, such as we should be likely to get, would cure them. Every one who knows the characteristics of our national life, and the tendencies so fully discussed in the following pages, knows exactly what an English Academy would be like. One can see the happy family in one’s mind’s eye as distinctly as if it was already constituted. Lord Stanhope, the Bishop of Oxford, Mr. Gladstone, the Dean of Westminster, Mr. Froude, Mr. Henry Reeve,– everything which is influential, accomplished, and distinguished; and then, some fine morning, a dissatisfaction of the public mind with this brilliant and select coterie, a flight of Corinthian leading articles, and an irruption of Mr. G. A. Sala. Clearly, this is not what will do us good. The very same faults,–the want of sensitiveness of intellectual conscience, the disbelief in right reason, the dislike of authority,–which have hindered our having an Academy and have worked injuriously in our literature, would also hinder us from making our Academy, if we established it, one which would really correct them. And culture, which shows us truly the faults, shows us this also just as truly. [xii] It is by a like sort of misunderstanding, again, that Mr. Oscar Browning, one of the assistant-masters at Eton, takes up in the Quarterly Review the cudgels for Eton, as if I had attacked Eton, because I have said, in a book about foreign schools, that a man may well prefer to teach his three or four hours a day without keeping a boarding-house; and that there are great dangers in cramming little boys of eight or ten and making them compete for an object of great value to their parents; and, again, that the manufacture and supply of school-books, in England, much needs regulation by some competent authority. Mr. Oscar Browning gives us to understand that at Eton he and others, with perfect satisfaction to themselves and the public, combine the functions of teaching and of keeping a boarding-house; that he knows excellent men (and, indeed, well he may, for a brother of his own, I am told, is one of the best of them,) engaged in preparing little boys for competitive examinations, and that the result, as tested at Eton, gives perfect satisfaction. And as to school-books he adds, finally, that Dr. William Smith, the learned and distinguished editor of the Quarterly Review, is, as we all know, [xiii] the compiler of school-books meritorious and many. This is what Mr. Oscar Browning gives us to understand in the Quarterly Review, and it is impossible not to read with pleasure what he says. For what can give a finer example of that frankness and manly self- confidence which our great public schools, and none of them so much as Eton, are supposed to inspire, of that buoyant ease in holding up one’s head, speaking out what is in one’s mind, and flinging off all sheepishness and awkwardness, than to see an Eton assistant-master offering in fact himself as evidence that to combine boarding-house- keeping with teaching is a good hing, and his brother as evidence that to train and race little boys for competitive examinations is a good thing? Nay, and one sees that this frank-hearted Eton self- confidence is contagious; for has not Mr. Oscar Browning managed to fire Dr. William Smith (himself, no doubt, the modestest man alive, and never trained at Eton) with the same spirit, and made him insert in his own Review a puff, so to speak, of his own school-books, declaring that they are (as they are) meritorious and many? Nevertheless, Mr. Oscar Browning is wrong in [xiv] thinking that I wished to run down Eton; and his repetition on behalf of Eton, with this idea in his head, of the strains of his heroic ancestor, Malvina’s Oscar, as they are recorded by the family poet, Ossian, is unnecessary. â€Å"The wild boar rushes over their tombs, but he does not disturb their repose. They still love the sport of their youth, and mount the wind with joy. All I meant to say was, that there were unpleasantnesses in uniting the keeping a boarding-house with teaching, and dangers in cramming and racing little boys for competitive examinations, and charlatanism and extravagance in the manufacture and supply of our school-books. But when Mr. Oscar Browning tells us that all these have been happily got rid of in his case, and his brother’s case, and Dr. William Smith’s case, then I say that this is just what I wish, and I hope other people will follow their good example. All I seek is that such blemishes should not through any negligence, self-love, or want of due self- examination, be suffered to continue. Natural, as we have said, the sort of misunderstanding just noticed is; yet our usefulness depends upon our being able to clear it away, and to convince [xv] those who mechanically serve some stock notion or operation, and thereby go astray, that it is not culture’s work or aim to give the victory to some rival fetish, but simply to turn a free and fresh stream of thought upon the whole matter in question. In a thing of more immediate interest, just now, than either of the two we have mentioned, the like misunderstanding prevails; and until it is dissipated, culture can do no good work in the matter. When we criticise the present operation of disestablishing the Irish Church, not by the power of reason and justice, but by the power of the antipathy of the Protestant Nonconformists, English and Scotch, to establishments, we are charged with being dreamers of dreams, hich the national will has rudely shattered, for endowing the religious sects all round; or we are called enemies of the Nonconformists, blind partisans of the Anglican Establishment. More than a few words we must give to showing how erroneous are these charges; because if they were true, we should be actually subverting our own design, and playing false to that culture which it is our very purpose to recommend. Certainly we are no enemies of the Nonconformists; [xvi] for, on the contrary, what we aim at is their perfection. Culture, which is the study of perfection, leads us, as we in the following pages have shown, to conceive of true human perfection as a harmonious perfection, developing all sides of our humanity; and as a general perfection, developing all parts of our society. For if one member suffer, the other members must suffer with it; and the fewer there are that follow the true way of salvation the harder that way is to find. And while the Nonconformists, the successors and representatives of the Puritans, and like them staunchly walking by the best light they have, make a large part of what is strongest and most serious in this nation and therefore attract our respect and interest, yet all that, in what follows, is said about Hebraism and Hellenism, has for its main result to show how our Puritans, ancient and modern, have not enough added to their care for walking staunchly by the best light they have, a care that that light be not darkness; how they have developed one side of their humanity at the expense of all others, and have become incomplete and mutilated men in consequence. Thus falling short of harmonious [xvii] perfection, they fail to follow the true way of salvation. Therefore that way is made the harder for others to find, general perfection is put further off out of our reach, and the confusion and perplexity in which our society now labours is increased by the Nonconformists rather than diminished by them. So while we praise and esteem the zeal of the Nonconformists in walking staunchly by the best light they have, and desire to take no whit from it, we seek to add to this what we call sweetness and light, and develope their full humanity more perfectly; and to seek this is certainly not to be the enemy of the Nonconformists. But now, with these ideas in our head, we come across the present operation for disestablishing the Irish Church by the power of the Nonconformists’ antipathy to religious establishments and endowments. And we see Liberal statesmen, for whose purpose this antipathy happens to be convenient, flattering it all they can; saying that though they have no intention of laying hands on an Establishment which is efficient and popular, like the Anglican Establishment here in England, yet it is in the abstract a fine and good thing that religion should [xviii] be left to the voluntary support of its promoters, and should thus gain in energy and independence; and Mr. Gladstone has no words strong enough to express his admiration of the refusal of State-aid by the Irish Roman Catholics, who have never yet been seriously asked to accept it, but who would a good deal embarrass him if they demanded it. And we see philosophical politicians, with a turn for swimming with the stream, like Mr. Baxter or Mr. Charles Buxton, and philosophical divines with the same turn, like the Dean of Canterbury, seeking to give a sort of grand stamp of generality and solemnity to this antipathy of the Nonconformists, and to dress it out as a law of human progress in the future. Now, nothing can be pleasanter than swimming with the stream; and we might gladly, if we could, try in our unsystematic way to help Mr. Baxter, and Mr. Charles Buxton, and the Dean of Canterbury, in their labours at once philosophical and popular. But we have got fixed in our minds that a more full and harmonious development of their humanity is what the Nonconformists most want, that narrowness, one-sidedness, and incompleteness is what they most suffer from; [xix] in a word, that in what we call provinciality they abound, but in what we may call totality they fall short. And they fall short more than the members of Establishments. The great works by which, not only in literature, art, and science generally, but in religion itself, the human spirit has manifested its approaches to totality, and a full, harmonious perfection, and by which it stimulates and helps forward the world’s general perfection, come, not from Nonconformists, but from men who either belong to Establishments or have been trained in them. A Nonconformist minister, the Rev. Edward White, who has lately written a temperate and well-reasoned pamphlet against Church Establishments, says that â€Å"the unendowed and unestablished communities of England exert full as much moral and ennobling influence upon the conduct of statesmen as that Church which is both established and endowed. † That depends upon what one means by moral and ennobling influence. The believer in machinery may think that to get a Government to abolish Church-rates or to legalise marriage with a deceased wife’s sister is to exert a moral and ennobling influ ence [xx] upon Government. But a lover of perfection, who looks to inward ripeness for the true springs of conduct, will surely think that as Shakspeare has done more for the inward ripeness of our statesmen than Dr. Watts, and has, therefore, done more to moralise and ennoble them, so an Establishment which has produced Hooker, Barrow, Butler, has done more to moralise and ennoble English statesmen and their conduct than communities which have produced the Nonconformist divines. The fruitful men of English Puritanism and Nonconformity are men who were trained within the pale of the Establishment,–Milton, Baxter, Wesley. A generation or two outside the Establishment, and Puritanism produces men of national mark no more. With the same doctrine and discipline, men of national mark are produced in Scotland; but in an Establishment. With the same doctrine and discipline, men of national and even European mark are produced in Germany, Switzerland, France; but in Establishments. Only two religious disciplines seem exempted; or comparatively exempted, from the operation of the law which seems to forbid the rearing, outside of national establishments, of men of the [xxi] highest spiritual significance. These two are the Roman Catholic and the Jewish. And these, both of them, rest on Establishments, which, though not indeed national, are cosmopolitan; and perhaps here, what the individual man does not lose by these conditions of his rearing, the citizen, and the State of which he is a citizen, loses.

The sum total of the items purchased is charged automatically to the user as he walks out of the shop. There has been no queue at the â€Å"check-out† point (Zolnowski, Weiß & Bohmann, 2014). There could be many customers who are devoid of such cards. This includes the children or the tourists. They approach at the front disk to deposit cash temporarily. They are issued with a PayWave card provided by the store. This allows them in shopping. They are capable of leaving the store just like other customers. The balance is needed to give back in cash. It may also be recorder in the database for balancing during future visits (Amin & Broadbent, 2015). Whenever there has been any insufficient amount to cover up any purchases the alarm is set to be ringing.   The tag to each item with the RFID chips exerts additional overheads. The store manages the cost as interest from the customers who had been in rush. The summary stations of the shopping have been placed strategically in every corner of the store. Making sure that the supply chain and the marketing supply chains are in synchronization: Whenever there has been any executing of a promotion, many retailers unnoticed or avoid the alignment in marketing teams and supply chain. The above recommendation is important if any successful launching of the promotion is desired (Pantano, 2017). The employee turnover has been a vital factor disrupting the productivity of retail. It has been hard to get the best out of every individual. It occurs when the team members has been leaving constantly to pursue additional scopes. By engaging them more, the retailers extend the presence of any employee. This saves them money and time. From the very first, the retailers along with their suppliers have been focusing on delivering quality goods to more number of distributions. This was also meant to be done faster. However, in the present scenario they have been under more pressure than before. The retailers require knowing the places where the things are at every time in order to stay competitive. This helps in redirecting the shipments, responding to latest demands and rebalances the inventories that are on fly.   Additionally, they might face any barrier regarding the â€Å"supply chain†. Moreover, they could be unable to receive products in the stores or to the customers. In such cases the retailers along with their suppliers risk in losing their customers. For this reason the above recommendations might be useful. The retail business posses direct communication with the end-users of the services and goods within the value chain. This business acts as the intermediate force between the suppliers and end-users like the manufacturers or the wholesalers. Thus they have in the situation to interact effectively to the changing preferences and responses of the clients towards the sales person or suppliers of the company. This has helped the markets and the manufacturers to define their products again. The changes to the components of the strategy of marketing are also done accordingly (McWilliams, Anitsal & Anitsal, 2016). The manufacturers have needed an effective network for retail. This has been both for the product’s reach and obtaining a strong platform for point-of-purchase advertising and promotions.   The importance of the retailing in the overall value chain is needed to be realized while interacting with the customers. In this manner various manufacturers have intruded into the business of retail. They have set up various exclusive stores for their company’s brands. Direct interaction with the customers has not only occurred here but this method has also served as the advertisement for the firm. It has also helped in delivering the manufacturers by bargaining ability with other retailers. These other retailers are those who have stocked the product of the retailers of the business concerned here (Cartwright, 2013). Moreover, the retailing process has also provided extensive sales, supporting of people for products. These have been intensive in information like the cases of â€Å"consumer durables†. The environment of the retail store acts as a unique role in current world of technologies. The customers create relationships with the firms by various channels and devices (Lee, 2014). However, there are instances where element of the in-person interaction are added in the firms. Here the associates represent voice and face of the company.   The use of surveys gathering the voice of customer indicates about the experience at the store. This has been an effective method top understand the associate. The measurement of the impact of the tactical behaviors is done here. Adding various tactical questions of behavioral type helps in identifying particular behaviors of the associates. The quantifying of their influence on the satisfaction of the customer also helps. Moreover, the satisfaction of the customer could be tied to the â€Å"bottom line†. This could be done by looking at the behavioral information along with transactional information. This helps in understanding the pr imary behaviors has been influencing the revenue. Everyone should be involved in the feedback process. As the corporate believe in anything as important, it helps the staffs to understand their responsibility in the success of the company. This motivates them to continue quality work. The tracking and socializing of progress occurs in the customer feedback process. Here the results of progress are needed to be tracked. In the executive level, regular reports are needed to be sent indicating the influence of minor improvements. It is also done due to designate any executive champion socializing results from below (Ivanauskien? & Volung?nait?, 2014). Lastly the celebrations of victories are done. This is unlike the adversary system that advocates for observance of the law in determining facts about a case. Moreover, the inquisitorial system denies the accused the right of privacy. The system requires the accused to collaborate with the police and other court officials in the process of gathering evidence. The accused has no right of remaining silent throughout the process unlike in the adversary system where the accused has the right of choosing to remain silent throughout the court process. Courts in the adversary justice system act as supervisors of the actions of the prosecution and the accused and eliminate any practices that conflict with the law. The system does not grant the court the authority of supporting the prosecution against the accused. This form of fairness does not exist in the inquisitorial justice system. It is possible for the authority or the police to coerce their authority on the accused in their attempt to gather evidence against him or her. The law does not allow use of evidence that is a result of coercion of authority. Police officers are known to use excessive power in their attempt to gather evidence against victims of crime. Therefore, involving the court and the police in the process is not in the best interests of ensuring equal and just treatment for offenders (see Prasad). The adversary system becomes even stronger when looking at emerging trends in the field of law. For instance, there have been efforts to introduce the system of restorative justice in the court process. Beware the Cat Essay In Beware the Cat, William Baldwins immediate target is Catholicism. This book is one of many anti-catholic satires that appeared during Edward VIs Protestant reign. In this story Baldwin goes beyond putting down the practices of the Church of Rome and exposes some of its foundational problems. He portrays, satirically, how knowledge is obtained and passed down in the church. At this time the culture was going through a transition from a largely oral and visual way of communicating to one based on text. The whole idea of Protestantism is about having a personal relationship with God and not relying on someone else to read the Bible for you. But what about those that didnt have access to a Bible? Again, people were left to rely on the church and the traditions that were being passed down. The trouble with traditions is that after so long, one cant be certain of their origin. We see a debate being set up in the story about where true authoritative knowledge comes from. From the Protestant view, the trouble with that is these traditions and stories can and do mislead the devout christian. In the beginning of the book in The Argument, Streamer disagrees with the author on what makes up knowledge; whether it is gained by experiences or authors (the reading of textual evidence). In Streamers Oration we see that he gets off track a number of times as he tries to begin his story. We find him wandering from gate to gate, talking about about how the gates got their names. It is evident that he doesnt quite know where or how to begin his story. The use of the word gate is exceptional because Streamer is truly searching for an entrance for his story line. Because he cant seem to find it, it foreshadows the fact that Streamers knowledge, as we come to find out, really has no origin of its own. Baldwin uses another play on words with the word Criplegate and cripple, foreshadowing again that Streamers kind of reasoning has crippled him. We read that Streamers experience with cats is based on other peoples stories about cats, and that their stories are based on yet another series of stories. Here Baldwin is demonstrating how Catholicism has passed down tories and oral traditions over time and we never really know the origin of these stories and traditions well enough to prove them. It also shows the reader that these kinds of stories simply lead to more stories and it ends up being uncontrolled and unmonitored. He then questions if having this experience based knowledge is truly having knowledge at all. Baldwin is building the story up in a rational way, for example, suggesting that the cats use human transportation and by suggesting that they revenge the death of Grimalkin, forming a close knit society, again alluding to the Catholic church. What we read about in Part I sort of comes to life in Part III as the animals take over the narration of the story. They begin to tell tales of their vast experiences with humans. This hypothesis also confirmed by other researchers on their researches (Gilbert and Jackaria, 2002; Ndubisi and Chew, 2006; Osman and Chan Yin Fah, 2011) Hypothesis 2: Price discount has substantial effect on customer buying behavior To test the hypothesis 2 the researcher used the study conducted by Mittal and Sethi (2011):The Effectiveness of Sales Promotion Tools among Indian Consumers: An Empirical Study. The research method, respondents profile, and others relating to this research can be seen on Appendix B. The second group seems to be less successful because price discount might not be the reason for spending more money than monthly budget. Despite the bad response on spend more money but price discount appear to be very effective on buying behaviors. So the second hypothesis Price discount has substantial effect on customer buying behavior is approved.   Ã‚   Hypothesis 3: Free sample has substantial effect on customer buying behavior To test the hyphothesis 3 the researcher used again the study conducted by Alimpic (2014). The research method, respondents profile, and others relating to this research can be seen on Appendix B. The statistical data after analyzed on this research for Free sample have been stated in Table 1. Achieved the means from the resulted provided by Alimpic (2014): Brand switching at 2.54; Purchase acceleration at 2.46; Stockpiling at 2.19; Product trial at 2.59 and spending more money at 2.18. According to the note given on the table, 5 is the highest level which is strongly agreed; which mean under 3 is slightly disagree with the statements. For instance, in this data collected and analyze numerically by Alimpic (2014) free sample have no substantial impact towards all behavior responses. To clarify more about this, there are two groups can be seen clearly that there is a group slightly better than the other group; first group is brand switching, purchase acceleration and product trial; th e second group which are buy more and spend more have the least influences. But after all the overall proportion still under neutral and this hypothesis is rejected. Hypothesis 4: There is a substantial relationship between buy one get one free and costumer buying behavior To test the hypothesis 4, the researcher used the study conducted by Shi, Cheung Prendergast (2005): Behavioral response to sale promotion tools: A Hong Kong Study The research method, respondents profile, and others relating to this research can be seen on Appendix C. The statistical data after analyzed on this research for price discount have been stated in Table 3. The statistic for buy one get one free towards different customer buying behavior are collected and analyzed under the scale of 7. For each category we have: buy one get one free toward brand switching at 3.89; purchase acceleration at 4.86; Stockpiling at 5.01; Product trial at 3.69 and spend more money at 4.58. Overall the result seems really good in some behavioral response. The most significant impact of buy one get one free is on stock piling; after that purchase acceleration at; the third one is spend more money to buy the product; the fourth and the last are brand switching and product trial. The average points toward 5 behaviors for buy one get one free is 4.41, that is over 4 points in a 7 scales that means there are good responses to buy one get one free. To extent the problems, the possible problem that causing brand switching   not so successful on buy one get one free is because of the customers might not know much about that product, so the method might not fit in some circumstance, the same possible explanation for product trial as well. Despite that, the hypothesis 4 buy one get one free has substantial effect on customer buying behavior is accepted.

I believed that she would know about hunting since she had hunted in the past and her father is an active hunter. She considers herself to be a â€Å"non-hunter† now but does support the rights of a limited amount of hunting for appropriate reasons. Her family always takes home and eats all the animals they kill. Any left over meat is donated to church or given to other families. Every edible part of the animal is eaten. The head is kept as a trophy if it has a good rack. They prefer to hunt deer, turkey and squirrel. At one point, in 1985 lots of people were laid off from work. They had to rely on hunting to supply them with meat when they could no longer afford to buy any. She did have a friend of hers that was involved in a hunting related accident. His name was Chris, when he was thirteen he had accidentally shot and killed his father by laying a gun that had a bullet lodged in the rifle while climbing a fence. Development of the Bond Market in Bangladesh Essay

It is a privilege to be here this morning at this pioneering event, and I would like to congratulate the Bangladesh Bank and the Securities and Exchange Commission for hosting the first-ever international workshop on the development of bond market in Bangladesh. Bond markets link issuers having long-term financing needs with investors willing to place funds in long-term, interest-bearing securitiBangladeshes. has both the issuers and the investors in place but it still has not been able to link them effectively through a bond market. The positive effect of developing a domestic bond market on the economy is well-known. On the one hand, bond markets are essential for a country to enter a sustained phase of development driven by market-based capital allocation and increased avenues for raising debt capital. On the other hand, the central position occupied by domestic bond markets in markedly increasing the resilience of a country’s financial system and insulating it against external shocks, contagion and reduction of access to international capital markets is established. Capital markets are essentially about matching the needs of investors with those that need capital for development. Bangladesh has no shortage of both such parties, a young and dynamic population that increasingly wants, and is able to, make provision for lifetime events, to save for children’s education, for the possibility of ill health and ultimately for old age and retirement. On the other side of the equation, Bangladesh has a pressing need for investment resources to bolster its stretched infrastructure resources, to build more power stations, bridges, ports and gas-pipelines to empower the people in the development of enterprise and the creation of jobs. Debt markets are an extremely effective mechanism for matching the long term needs of savers with those of entrepreneurs. Term capital is a precious commodity and it has been a frustration to see the process of long term savings, such as provident funds and life insurance contracts, being invested in short term instruments such as bank deposits, a process we call ‘reverse term transformation’ but we could equally call it â€Å"reverse alchemy† in which the gold of term capital is turned into the lead of short term iabilities. As a development institution it is our goal to establish sustainable capacity. As Bangladesh has led the world in its development of the microfinance industry, you have impressed us all with your ability to mobilize funds for productive purposes at the community level in the villages. What we need to see now is a similar degree of success at the institutional level in terms of mobilizing resources for infrastructure and other uses of long ter m funds. At the World Bank, we would like to help you in this endeavor; it is much more useful that Taka funds are mobilized to fund projects whose sole revenue source will be in Taka. I am sure that it is a shared ambition of us all that Bangladesh should play a larger role in mobilizing its own capital resources and reducing the dependency upon donor institutions such as ourselves. We at the World Bank would like to work with you to this end, so that we can move on from providing infrastructure finance for sustainable development to a higher level of developing a sustainable, national, infrastructure financing capacity. Bond markets in most countries are built on the same basic elements: a number of issuers with long-term financing needs, investors with a need to place savings or other liquid funds in interest-bearing securities, intermediaries that bring together investors and issuers, and an infrastructure that provides a conducive environment for securities transactions, ensures legal title to securities and settlement of transactions, and provides price discovery information. The regulatory regime provides the basic framework for bond markets and, indeed, for capital markets in general. Efficient bond markets are characterized by a competitive market structure, low transaction costs, low levels of fragmentation, a robust and safe market infrastructure, and a high level of heterogeneity among market participants. It is my hope that this Workshop will debate and discuss the various initiatives that are necessary to develop the intermediaries, infrastructure and the regulatory regime so that a vibrant bond market becomes a reality in Bangladesh soon. An important element of a domestic bond market is the government bond market. Development of a government bond market provides a number of important benefits if the pre-requisites to a sound development are in place. At the macroeconomic policy level, a government securities market provides an avenue for domestic funding of budget deficits and avoid a build-up of foreign currency-denominated debt. A government securities market can also strengthen the transmission and implementation of monetary policy, including the achievement of monetary targets or inflation objectives, and can enable the use of market-based indirect monetary policy instruments. The existence of such a market not only can enable authorities to smooth consumption and investment expenditures in response to shocks, but if coupled with sound debt management, can also help governments reduce their exposure to interest rate risk – a situation that is looming large in the National Savings Certificates market, currency, and other financial risks. Finally, a shift toward market-oriented funding of government budget deficits will reduce debt-service costs over the medium to long term through development of a deep and liquid market for government securities. The prerequisites for establishing an efficient government domestic currency securities market include a credible and stable government; sound fiscal and monetary policies; effective legal, tax, and regulatory infrastructure; smooth and secure settlement arrangements; and a liberalized financial system with competing intermediaries. Since pension and life insurance reform helps in the development of government securities market, starting the process of pension and insurance reform now might be prudent because of the time it takes to feel the positive impact of such reforms on the capital market. While some of these prerequisites have already been met, I hope that this Workshop will discuss the initiatives, their prioritization and the time horizon for their implementation, which will be necessary for putting the rest in place. Before ending, I would like to table a few suggestions for consideration in the Workshop. These are: 1. Creating a bond market in Bangladesh will be a long process, and the hard work of many architects, artisans and craftsmen will be required in the construction. I am optimistic that the foundations are now in place and this seminar is going to be one of many uilding blocks that will help create the market framework. This framework must be solid if a bond market is to gain investors’ confidence and hence allow public and private sectors to raise capital for the much needed investments in Bangladesh. 2. To ease the process, the Government bonds must come first. To increase the attractiveness of these bonds and to ensure their soundness, Banglades h Bank will need to continue its initiatives to develop the secondary market, lower transaction costs and improve upon the market infrastructure to support secondary market liquidity. The Bangladesh Bank has already achieved a great deal to this end in a very short time. It was not so long ago that government debt market trading was effectively zero; now we see a disciplined, organized market taking shape with maturities in traded securities out to ten years. We congratulate the Governor and his team for their achievements in this field and are proud if we have been able to play some small part in support of the Government and the Bangladesh Bank in this success. 3. Banks are invariably amongst the major users of long term debt markets in order to raise long-term subordinate debt to supplement their capital bases. Many regulators now actively encourage the issuance of debt by banks in the local currency market as a step towards the discipline of â€Å"market monitoring† envisaged in the Basel II capital adequacy regime. It is probably the case that the state of the banking system in Bangladesh makes this a medium-term project, however, we have already been presently surprised by the progress we have seen in several fields in terms of banking sector reform and debt market development. A prior requirement to facilitate issuance of fixed income capital instruments is the adoption of international accounting standards, and more effective enforcement of Bangladesh Bank’s supervisory standards. The increased use of credit rating agencies has often accompanied this development, but this can add value only to the extent that the opinion of the rating agencies is valued by the market. We have noted with interest the nascent development of a debt rating capacity in Bangladesh and hope to see this sector rise to international standards. . One other extremely important role that debt markets can play is in the development of the housing finance market, an area of activity where the ordinary citizens need to have access to long-term loans to fulfill their dream of owning their own property. While capital markets can not bring down the price of real estate in Bangladesh, efficient capital markets can make housing more affordable, and more attainable, through extending t he maturity of loans and lowering monthly repayment terms. 5. Not only will a bond market require good financial foundations, but long-term investment institutions will also need to be developed with demand for longer maturity assets. The insurance and pension markets are currently not fully developed in Bangladesh. These markets should be reformed as they are the natural buyers of long-term securities. We understand that the Ministry of Commerce is now in the process of disseminating much awaited investment guidelines which will allow insurance companies to offer more competitive products to their clients by allowing them to invest more productively, and securely, in the capital markets. Reform and development of the pension sector, combined with a new approach to the NSS, should be next on the agenda. 6. The World Bank is already working with the Government and Bangladesh Bank on some of these key issues, and we shall be ready to work further with them within the limits of our own comparative advantage. We have been extremely pleased to see the coordinated approach of the Bangladesh Bank, Ministry of Finance, the SEC and the National Board of Revenue to work with IPDC to bring the first securitization transaction to market in Bangladesh. This has been one solid step towards mobilizing finance for entrepreneurs and has confounded those skeptics who thought that securitization is â€Å"too sophisticated† for Bangladesh. Perhaps those skeptics would benefit from seeing the collected talent and enthusiasm for development gathered here in this room today. We would very much like to hope that the next securitization will be another transaction close to our heart, that of the securitization of a portion of the toll revenues of the Jamuna Bridge. The IPDC loan securitization was a long time in the making and the Jamuna Bridge securitization appears to be following the same path. This is a transaction which all experts agree would have a major positive impact not only on capital market development in Bangladesh, but also in mobilizing taka finance for other strategic infrastructure developments such as the proposed Padma Bridge. We can only hope that the Jamuna Bridge securitization will enjoy the same long term success. To facilitate this process, it would be useful to have designated counterparts from the Government and Bangladesh Bank. Such a crucial market as a domestic bond market needs excellent domestic regulation and supervision if investors and borrowers are not to be disappointed or worse. It cannot be created by outsiders. Along with you all, I am eagerly looking forward to the technical sessions, which have been very well-organized. In conclusion, I would urge the participants to discuss the issues at length and provide some specific recommendations for the Government, Bangladesh Bank, the SEC, and indeed all the stakeholders, which can be implemented immediately. This could pave the path for a well-functioning bond market that can change the existing bank-oriented financial system to a multilayered system, where capital markets can complement bank financing. I wish the workshop and its participants all success.
